David attended college at S.U.N.Y at Albany, where he earned a degree in economics. After graduation, he moved to Maryland and entered the American University’s Washington College of Law, where he was awarded a Juris Doctorate. David took the Maryland bar exam, passed it the first time, and was sworn in as an attorney licensed to practice law in the State of Maryland.

David has substantial experience in government at the local, state, and federal level. After beginning his career in private practice, David became an attorney for the Washington Suburban Sanitary Commission. David then moved to Annapolis when he was appointed to serve as an Assistant Attorney General for the State of Maryland. He represented Maryland on matters that included low-income housing, advising the Maryland Historical Trust, and drafting Maryland’s condominium law. David subsequently was hired by Montgomery County to serve as its Legislative Counsel, and later as an Assistant County Attorney. Among many other responsibilities, David drafted the county’s ethics law, prosecuted code violations, collected unpaid taxes, and approved the county’s contracts. David then returned to the private sector to become the contracts manager and general counsel for a NASA contractor. Now semi-retired, David remains active in the U.S. space program and serves as a consultant to the NASA Advisory Council.

David is committed to community service. He served as a director for a condominium association in Washington, D.C., and as a director for the 388 unit Fairwinds Condominium Association in Annapolis. He served as “Barrister” for the King James Landing HOA, here in Annapolis where he lives. He has provided guidance to residents seeking to improve governance at the Mariner’s Point Homeowners Association, also in Annapolis. For the 2016 election cycle, David served as a delegate for Carly Fiorina in the Republican presidential primary. 

David’s other interests, past and present, include live-aboard blue-water sailing, Back Creek cruising (pontoon boat), skiing, scuba diving, reading about theoretical physics, competitive gaming, piano and guitar student, and space exploration. 

Family is David’s most important treasure: wife Paula, son Jeremy, and dog Tucker, who was adopted from the Annapolis SPCA.
